The Target Area Contract Preference Act (TACPA) economic stimulus preference program
was established to stimulate business investment in distressed areas of the state and create job
opportunities for Californians for improving the economic vitality of their communities.
TACPA is regulated by Government Code Sections 4530 - 4535.3
and California Code of Regulations 1896.30
and 1896.40.
The Support Services Unit (SSU) is responsible for verifying if a claimed address(s) is in a distressed area.
